What does it do?

This is a handy circuit for getting a nice clean bipolar supply from a normal 12/15V AC wall adapter. This is very convenient when making small audio projects as it is much easier (and safer) to use a pre-packaged transformer. It incorporates a RC filter to ensure a really quiet power supply.

Although capable of supplying up to 1A if provided with a heatskink most audio projects don't need anything like that much and will be fine with no heatskinking.

It has been built and tested, and works fine.
